Each election district (voting precinct) within Lancaster County elects one man and one woman to serve as committee members. Committee members are elected by Republican voters in the Primary Election in even numbered years for a two-year term. They must be a resident and registered voter of the district where they are elected or appointed. Committee members are organized by school district with a few exceptions. Warwick has 16 precincts, which allows for a maximum of 32 committee members comprised of 16 men and 16 women.

The Republican County Committeeman and Committeewoman are responsible for the organization of an effective political force for the Republican Party in their election district, which include effective local registration and voter drives, and make certain that the Republican Party is properly represented with the best candidates for local offices, including local election officials, from school board all the way up to the United States House of Representatives. Vetting and endorsement of Republican candidates are part of that responsibility.
